There's one major caveat to downloading the app as it stands right now. If you try to create the account through the normal account creation page, you will be required to enter payment info. Note that the "none" option only appears if you create your account while trying to "get" a free app.
On the payment page, just select the "none" option. You will be prompted to create an account. In order to download the game you need to go to the AUS App Store while logged out and then attempt to "Get" the app.
I'm in the US and was able to download it from the AUS iOS App Store with no payment method needed. This post has been edited now that I've confirmed the region restrictions, and also to explain how to download from iOS without needing to enter payment info.
